(d) To maintain a programme of training more health inspectors for the professional Diploma in Content and Methods of Health Education of the University of London, and to ensure that an adequate number of inspectors qualified in Health Education will be available to implement the Health Education policy of the Council.
(e) To encourage greater public participation in the health education work of the Council.
(f) To provide such information or assistance as may be requested by Government departments and voluntary groups in the carrying out of health education activities.
Food Hygiene
18. (a) To continue to improve the methods of enforcement of the by-laws and regulations relating to food control, maintaining close liaison with other departments to achieve this purpose whenever necessary.
(b) To keep under review the legislation relating to the control of food in the light of developing food technology and of research in food science.
(c) To continue co-operation with other departments concerned with the control of food imports and exports to ensure that departmental procedures do not conflict and that efficiency is maintained.
Food Premises
19. To raise the standard of hygiene in all food premises by:
(a) Continuing to enforce compliance with the Public Health and Urban Services Ordinance, Cap. 132, and Subsidiary Legislation in so far as it relates to Food Premises including the recent amendments to the Food Business By-laws in respect of cold stores;
(b) Holding a series of short campaigns stressing specific aspects of hygiene in food premises;
(c) Processing all applications for licences by a Central Licensing Unit to ensure that licences are granted as rapidly as possible and to review, expedite and improve the licensing procedure; in pursuance of this policy, a Sub-Committee was set up in September 1970;
(d) Continuing to exercise strict control over the use of vending machines for the sale of food and drinks;

(e) Working closely with the Resettlement Department and/or the Architectural Office, Public Works Department, in improving the design of restaurant premises in the new estates and in licensed areas;
(f) Intensifying prosecution of unlicensed food premises and physical closure of the premises wherever practicable.
CLEANSING DIVISION
City Cleansing and Refuse Collection
20. (a) To continue to provide Hong Kong with effective street cleansing, refuse collection, public latrine and conservancy services, and to ensure the implementation of the agreed policy on incinerator construction, provision of alternative controlled-tipping sites, construction of more off-street refuse collection points, renovation of existing latrines and building of new latrines and bathhouses.
Transport
(b) To continue to improve generally the efficiency of the cleansing organization through—
(i) creation from among the staff of the Cleansing Division a corps of professional cleansing officers;
(ii) training—particularly of minor supervisory staff and of selected officers of the Health Inspectorate in preparation for the professional examinations of the Institute of Public Cleansing;
(iii) promoting a good relationship between supervisory officers and their staff.
(c) To continue with renewed efforts including the preparation of a determined plan to ensure maximum public co-operation to reduce the litter on the streets through more rigorous prosecution as well as educational campaigns.
(d) To reduce the fouling of footways by dogs by providing more dogs' latrines at suitable street corner sites in the urban area and by prosecution and pressing for the removal of stray dogs from the streets.
(e) To continue to compile a more realistic set of costing returns which would reflect the efficiency of the cleansing services and interpret trends for planning purposes.
21. To continue to modernize and improve the existing fleet of specialized vehicles with a view to increasing the operational efficiency of refuse collection, street sweeping and meat delivery service.
