and functions of the Council as set out in the second column of the attached Schedule be delegated to the Select Committees shown in the first column for the period up to the commencement of the first meeting of the Urban Council in April, 1970.
(4) Under Section 60(1) of the Urban Council Ordinance that the powers of the Council under Section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:
Provided that each such change shall be reported to the Council at its next meeting.
He said: I rise to move the motion standing in my name as item 4(2) on the Order Paper regarding the terms of reference and appointment of Chairmen and Members of Select Committees for the period from today, 1st April, 1969, to the date of the first meeting of the Council to be held in April, 1970.
Membership on the various Select Committees has been agreed by all Members and, as I said earlier at this meeting, I am pleased to see our new Members taking such an active part. The powers remain roughly the same as last year, except for three minor changes which were explained in Committee Paper CW/113/68.

FAREWELL TO DR. H. W. WYILE.
CHAIRMAN:- Before I close the meeting, I am sure that members will wish me to say farewell to Dr. WYILE who is attending his last meeting today before proceeding on leave prior to retirement. Herbert was first appointed as a Deputy Director of Medical & Health Services, and therefore our Vice-Chairman, on the 10th May, 1967, but he had previously served in 1964-65 on the Health Education Select Committee. Since becoming Vice-Chairman, he has taken an active part in several Select Committees and has become well-known for his forthright approach. I would like to wish him and his family, and I am sure you will join me in this wish, every happiness in the future wherever they may go.

Dr. WYILE will be replaced by Dr. K. H. CHEUNG who is well-known to most of us, and who will take his seat on the Council at the next meeting. (Applause).
MR. BERNACCHI:- I must add my own, and I hope all the Unofficials' regret at the leaving of Dr. WYILE from this Urban Council and from Hong Kong. Hong Kong will be the worse off for his absence. I think any Member who has been in the wards will know that Dr. WYILE has unobtrusively built up a service known, I think, as the Medical Social Service. (Dr. WYILE indicated that he had not). Anyhow, he has improved it considerably whilst he has been Deputy to Dr. TENG, and I have constantly given cases to Dr. WYILE to look into and their results have always been most satisfying because, I feel, without any aspersion on the Director of Social Welfare's workers who are also very good, that they have put their whole heart into their investigation, and I think that it is, in part, due to Dr. WYILE himself that this has been done, I say again that both myself and the Unofficials on this Council will miss Dr. WYILE very much. (Applause).
DEPUTY DIRECTOR OF MEDICAL AND HEALTH SERVICES:- Mr. Chairman, Members of the Urban Council, I am very deeply touched by what you have said. I would like to correct Mr. BERNACCHI; the Medical Social Service has been in existence for quite a number of years. I think all I have done is to put two people in touch with each other for the benefit of the people of Hong Kong. I have just been an intermediary. One of the things I have always said about administration is that 90% of administration is knowing who to get in touch with at the right time and at the right place, and I am sure that it will continue. May I wish the Council all the very best in the future. (Applause).
