(5) MR. H. CHEONG-LEEN asked the following question:
Can the Chairman advise when will a review of the Urban Council's Hawker Policy be completed? When will details of such revised policy be passed on to the Hawker District Consultative Committees so that they can commence functioning properly?
MR. B. A. BERNACCHI, CHAIRMAN OF THE HAWKER POLICY SELECT COMMITTEE, replies as follows:-
This question concerns the Council's review of its hawker policy.
I regret that it is not possible for me to say exactly when the Council will complete its review of its hawker policy. As a Member of the Hawker Policy Select Committee yourself, Sir, you will be aware that the Select Committee has met a number of times during November and December on this particular review, and the Urban Services Department has already been instructed by the Select Committee to prepare further papers which will be dealt with at its next meeting on the 9th January. I sincerely hope that the Select Committee will complete its review on that date, but if this is not possible, then as Chairman I undertake to arrange further meetings during January until it is so completed. After that it will be necessary for a paper to be prepared to be put to the Standing Committee of the Whole Council for acceptance with or without amendment.
In reply to the second part of your question, I hope that the Hawker District Consultative Committees will commence functioning, and functioning properly, in the very near future. As you are aware, Sir, these committees have a dual function, firstly, to assist and/or co-operate with the Council in the execution of its policies, so far as it affects their own particular districts. Secondly, to provide a forum where local hawker problems can be discussed by those interested. In this second field there is a great deal of useful work which the Consultative Committees can do now perhaps leading to the formation of further new policies. I do not, therefore, think it is correct to suggest that they cannot function until the details of the Council's new policy have been passed on to them, although I appreciate that the sooner the Council has completed its review of policies and passed them on to the Consultative Committees the better.
