CHAIRMAN:-I am afraid that I do not understand your point. We vote first on the amendment, then on the motion as amended.

FLORAL ARRANGEMENT IN THE COUNCIL CHAMBER.

MR. SALES-Sir, before you adjourn this meeting may I have your permission to congratulate you and your Department on the beautiful floral arrangement that is before this Council to-day, and the male Unofficial Members sympathize with your intention to do honour to the three charming lady colleagues on this first meeting of the Council year. May I express the hope that this particular attention paid to the floral arrangement in this Council will continue throughout 1965-66.

MR. CHEONG-LEEN:-My only additional comment to that, Mr. Chairman, is the suggestion that it could be moved a little more to the left next time. (Laughter).

DR. BELL:Mr. Chairman, before you close the meeting, may I make one comment and I regret to have to make it on my first day back in the Council. The atmosphere in the Council Chamber is decidedly hot and I should think that the air-conditioner does not come up to the standard which is required by the Council. (Laughter).

RETIREMENT OF THE SECRETARY, URBAN COUNCIL.

CHAIRMAN: -Before we adjourn, there is one further matter. To-day has been the last meeting of the Council for our Secretary, Mr. Tom WHITLEY, who is leaving shortly on retirement.

Mr. WHITLEY's association with this Council began in November 1947 when he was appointed an Assistant Secretary. He became Secretary in February 1948 for a short period and served again in that post from June 1953 for nearly two years. Mr. WHITLEY was later appointed permanent Secretary to the Council on 1st April, 1960.

As a result of his long service in his present post Mr. WHITLEY has acquired an extensive understanding of Urban Council matters and procedure and his experience has been of great value to the Council and to me especially as Chairman. Unfailingly courteous and good natured at all times, he has carried out the onerous duties of Secretary with distinction and his departure will be a great loss to the Council.

I know that all Members who have come to know Mr. WHITLEY hold him in the highest esteem, and I am sure that they will join me in expressing our very real regret at his departure. In thanking Mr. WHITLEY for the excellent manner in which he has served this Council over the years I would like to wish him and his family, on behalf of all of us, good health and every happiness in the future. (Applause).

MR. BERNACCHI : Mr. Chairman, on behalf of all the Unofficial Members, let me join with you in all your words. Tom has been a tower of strength to this Council and his successor will have a very high standard to live up to. (Applause).
