MR. WATSON:--Mr. Chairman, I rise to support this motion, but I would like an assurance from the Chairman of the Environmental Hygiene Select Committee that the number of compartments, 22 for men and 15 for women is strictly according to needs and that there is no discrimination. (Laughter).

DR. LEE:-Fully realizing that the Member from Kowloon and some of his colleagues usually have sensitive legs, I always enjoy pulling them, (Laughter) but I did not think that it would have reached such a serious proportion as to refer it to a fully-fledged Select Committee. However, if my friend Mr. SALES does insist on his right of referral, I have no objection.

CHAIRMAN:-Mr. SALES, would you like to answer the point about discrimination? (Laughter).

MR. SALES: No, Mr. Chairman. I want to be scrupulously fair to the Elected Members. As a matter of fact, the Appointed Members have always had the impression that Government was partial towards the Elected side of the Council, so this charge, being a new one, should be thoroughly examined.

CHAIRMAN:-Well, in that case I will ask the Secretary to refer it to the Select Committee. (Laughter).

MR. BERNACCHI:-Can we do that, Sir, without a substantive motion? As I said, the Select Committee has a lot of work on their plate and far be it for me to spoil the leg-pulling that has gone on, but the time is now late, the Select Committee concerned is very busy with other things and I suggest therefore that unless anyone feels very strongly to the contrary, that the same procedure be followed as in the past, that is, that questions and motions are recorded in the order in which they are received.

MR. SALES:-Mr. Chairman, I have always been under the impression that that was the procedure followed by the Secretary. So if the other Elected Members will accept Mr. BERNACCHI's statement and the honour of the Appointed Members is saved in consequence, (Laughter) I will not insist that the matter be referred to the Select Committee. Are the other Elected Members prepared to accept the statement made by Mr. BERNACCHI?
