MR. CHEONG-LEEN:-Mr. Chairman, on a point of clarification, may I ask, when the Chairman of the Council refrains from voting, is it procedure that other Members on the Official side also abstain from voting?

MR. A. de O. SALES, Chairman of the Urban Amenities Select Committee, moved the following motion:-

That the Pleasure Grounds (Amendment) By-laws, 1964 be made under Section 109 of the Public Health and Urban Services Ordinance, 1960.

He said: Sir, it is as Chairman of the Urban Amenities Select Committee that I am proposing that the Pleasure Grounds (Amendment) By-laws, 1964 be made under Section 109 of the Public Health and Urban Services Ordinance, 1960. There is only one change from the previous by-laws; it is the introduction of charges for lawn bowls, facilities for which will shortly become available at Victoria Park. The Select Committee concerned has agreed that charges will be reviewed from time to time, as the need arises. The opening of the lawn bowl facilities at Victoria Park will take place shortly. The Secretary of the Select Committee suggested to me somewhat slyly that not even a powerful select committee of such an influential body as the Urban Council could expedite the conditioning of the greens at Victoria Park for lack of rain. He wrote the day before yesterday. I believe that it rained yesterday and it also rained to-day. I trust that this little experience will not be lost upon your Department, Sir: never to challenge a select committee to invoke the help of the gods, because the gods are always propitious to Unofficial Members. (Laughter). I therefore move the motion.
