Elected Members will be campaigning hard and to take an analogy (perhaps not a very good one) from the United Kingdom, the House of Commons is always discharged before Nomination Day. Indeed there may be other reasons for not holding meetings so close to an Election.
MR. SALES: Is Mr. BERNACCHI suggesting that His Excellency the Governor should be advised to dissolve this Council? (Laughter).
MR. CHEONG-LEEN:—Mr. Chairman, is this a suggestion or a motion?
MR. BERNACCHI: Under Standing Order 2(3) it is provided that the ordinary meeting of the Council shall be held on a day and at a time to be fixed by the Council. It is normally held on the first Tuesday in every month but it is sometimes held on the second Tuesday and I am proposing that it be so held for the March meeting.
MR. SALES: —If it is a formal proposal I take it that the Reform Club will second it. In the event, may I move that it be referred to the Standing Committee of the Whole Council which is meeting immediately afterwards, so that this Council may consider the matter in detail. This procedure is not in conflict with Standing Orders and, because I am sure that the Civic Association has not been consulted on this score, (Laughter) neither for that matter has Mr. RAFEEK, their wishes might be taken into account. Will this motion be seconded? May I then move that it be referred to the Standing Committee of the Whole for discussion.
MR. BERNACCHI—I have pleasure in seconding my friend Mr. SALES' motion.
