8. To conduct a comprehensive trade refuse survey, and to study, in the light of information obtained, the practicability of introducing a service for the collection of this type of refuse.
Refuse Disposal
9. To consider planning of the further incineration capacity that will be required to dispose of all Urban Area refuse for installation before the final closure of Gin Drinkers' Bay dump.
10. To undertake the detailed planning of transport organization and other requirements, that will be necessary upon completion of incinerators now approved for Hong Kong and Kowloon.
11. To continue action to prevent at all times the indiscriminate dumping of refuse into the harbour from the foreshore.
Cemeteries and Crematoria
12. To study the future requirements for both burial space and crematoria facilities, and particularly to make known more widely the modern facilities for cremation that exist at Cape Collinson.

13. To continue improving the facilities and standard of service provided at the parks, playgrounds, beaches, swimming pools and car parks managed by the Council.
14. To accelerate the urban amenities construction programme to match both the growing public need and the increasing space at which land is being made available to the Council for amenity purposes.
15. To improve the liaison with the many public and private organizations which have an interest in the Council's amenity projects.
Tree Planting
16. To expand the amenity tree and shrub planting programme twofold by 1964 and sixfold by 1965; and to further the policy of mass planting of colourful flowering species.
17. To build up stocks of semi-mature trees for planting out along roadsides and around new public buildings in ten or more years' time, and to concert arrangements with the Director of Public Works for the creation of as many tree-lined avenues and promenades as possible.
18. To seek the co-operation of private landlords in beautifying Hong Kong with trees, shrubs and flowers.

19. To ensure that the Amenities Group is provided now with sufficient staff of the requisite quality to ensure that the Council's policies are implemented efficiently and quickly.
Advertisements
20. To finalize the Council's future policy on the control of advertisements, to enact appropriate by-laws and to seek provision of the staff required to enforce them.
General Section
Hawkers
21. To continue concentrating hawkers in off-street bazaars or in side streets so as to reduce obstructions to main thoroughfares.
22. To achieve higher standards of cleanliness and hygiene among hawkers.
23. To achieve compliance with the law by means of education and persuasion in preference to legal action.
24. To continue to foster good relations between hawkers and the Hawker Control Force and other members of the Urban Services Department staff.
Markets
25. To review the practicability of multi-storey retail markets, reassess the extent to which private enterprise fresh provision shops can be expected in future to meet retail requirements for market commodities, and to reconsider future market policy in the light of the latest trends.
26. To improve conditions in existing retail markets with special attention to cleanliness.
Abattoirs
27. To complete all arrangements affecting the operations of the new abattoirs so that they may start functioning in 1966 as soon as the buildings are finished and the equipment installed.
General
City Hall
28. To continue to encourage the maximum use by the general public of the various facilities provided at the City Hall.

29. To promote the provision of an adequate library service.
