MINUTES.
The Minutes of the meeting of the Council held on 5th September, 1961, were confirmed.
MOTION.
THE CHAIRMAN moved the following motion:
"THAT the City Hall Regulations, 1961, be made under section 4 of the City Hall Ordinance, 1961."
He said: The adoption of the proposed regulations was the subject of a memorandum which is already in the hands of Members and to which I have nothing to add.
THE VICE-CHAIRMAN seconded.
MR. H. CHEONG-LEEN: The fact that a special meeting has been convened at this early hour of the morning to approve the 1961 City Hall Regulations is to my mind an express indication that the City Hall is going to be finished on schedule. We have barely six months, Mr. Chairman, before the City Hall will be opened to the public, and it is anticipated that the numerous and various facilities and amenities of the City Hall will be brought to the attention of the public during that time. There are the free facilities of the City Hall, such as the Library, the Museum, and the Art Gallery. There are the paid facilities which are the Bar and the Concert Hall and the Exhibition Room, for which charges will be made. Then we have the overall facilities which are suitable for international congresses. All these facilities, Mr. Chairman, will eventually make the City Hall a cultural and civic centre and a harmonious confluence for the cultural life of our community.
I understand that there are many bookings for the City Hall facilities - bookings which are tentative only - and they cover a wide spectrum of the cultural life of the Colony, and unless these regulations are adopted soon, it will not be possible for the City Hall Manager to arrive at firm decisions as regards these bookings. I therefore have much pleasure in supporting the motion.
MR. B. A. BERNACCHI: Arising out of Mr. CHEONG-LEEN's remarks, I only desire to say, Mr. Chairman, that I hope the rates of charges throughout the City Hall will be made available to the public at the earliest possible time. I agree with him that we should get on with these regulations, as I know that entertainers, in particular, feel they are being baffled by the failure to give them any information as to our rates of charges.

CHAIRMAN: It is the intention to publicize the rates as soon as possible, but at present they are under consideration by Government.
The question was put.
The motion was carried unanimously.
CHAIRMAN:
ADJOURNMENT.
That concludes the business of this meeting. Council stands adjourned until Tuesday, 3rd October.
