ensure that stairs, corridors and landings in tenements are kept clean. This may be done, if necessary, at the time of routine quarterly house inspection or when the premises are visited for any other reason, for example, on receipt of a complaint. It will be obvious that without this co-operation the task of the Department will be very difficult indeed. As it is, it is not easy. In blocks of tenements under the control of a Tenants' Association, one owner or agent who have organizations for keeping the premises clean, the staff experience a fair degree of co-operation, but in blocks occupied by individual owners of flats, etc., they have some difficulty. In an attempt to improve matters in buildings of this latter category, it is proposed to issue pamphlets appealing to the occupants to keep their premises clean, as part of the 'Keep Your City Clean' campaign, but there is no doubt that personal contact is the best means of ensuring that cleanliness is maintained and improved, and I shall ensure that this is further impressed upon the staff.
MR. CHEONG-LEEN:—A supplementary, Mr. Chairman. As regards the residents of the tenement houses, do you not think that the phrase "Keep Your City Clean" might not be a direct appeal to them, or should we change it to "Keep your Tenement Clean”?

The purpose of this amendment to the Food Business By-laws is to fix April 1st annually as a date on which permits issued by the Council can be renewed.

THE CHAIRMAN moved the following resolution :-
"RESOLVED that the Frozen Confections (Amendment) By-laws, 1960, be made under Section 56 of the Public Health and Urban Services Ordinance, No. 30 of 1960.”
He said: The purpose of this amendment to the Frozen Confections By-laws is to correct a minor error in the drafting of by-law 40(2),

THE CHAIRMAN moved the following resolution : –
"RESOLVED that the Conservancy (Amendment) (No. 2) By-laws, 1960, be made under Section 15 of the Public Health and Urban Services Ordinance, No. 30 of 1960.”
He said: This amendment to the Conservancy By-laws is brought about by the fact that although under the old By-laws payment of the Conservancy Fees was required on or before the 1st April and the 1st October annually, in practice, demand notes were issued on May 1st and November 1st because the Treasury found that, administratively, it was impossible to issue on the due dates. Arrangements were therefore made under the new By-laws to facilitate matters for the Treasury and the new dates of on or before the 1st June and the 1st December annually were fixed for payment of the fees. These arrangements, however, unfortunately made no provision to cover the change-over period so that any person paying his fees in October would be entitled to a service until the 31st March. The next date for payment of fees under the new By-laws which are expected to come into force shortly would be the 1st June. It is in order to bridge the gap between the 1st April and the 31st May that this amendment is necessary.
