(b) that a Member laying a paper or report before the Council may address the Council in explanation of the paper or report.

In either event the Member's address to the Council shall be limited to a duration of five minutes unless the Chairman shall grant permission for this limit to be exceeded. A Member of a Select Committee, if he is not in agreement with the speech of the Chairman of the Select Committee, shall be permitted to disassociate himself from the remarks of the Chairman, but shall confine himself to so stating. The address of a Member in either event under this proviso shall not be made the pretext for a debate.

I rise to move the motion standing in my name concerning the amendment of the proviso to Standing Order 6(5).

The present Standing Order was accepted by the Council in June, 1955. The amendment now proposed regularizes an agreement made in 1956 between the then Chairman and the Members whereby Chairmen of Select Committees were permitted to comment on matters of interest to their respective committees despite the fact that their regular Committee Reports had been embodied in omnibus Council monthly reports. It was agreed to unanimously by the Standing Committee of the Whole Council at the meeting held on 3rd May, 1960.

In accordance with Standing Order 24 this motion, once seconded, must stand adjourned without discussion until the next meeting of the Council.

THE VICE-CHAIRMAN seconded.

ADJOURNMENT.

CHAIRMAN: - That concludes the business of this meeting, and the Council stands adjourned until Tuesday, 5th July, 1960.
