Comparative figures for the Resettlement Report are as follows. 976 copies were printed and 60 copies were sent out of the Colony. Of the balance 771 copies were issued free for local distribution and 145 copies were put on sale in the Post Office. The report costs $2.00 per copy and to-date only 56 copies have been sold.

It is of interest to note that 1,100 copies of the Police Force Report for 1958/59 were printed in Chinese. 600 copies were distributed free to the rank and file throughout the force and of the 500 copies that were put on sale in the Post Office, only 6 have been sold up-to-date. These Departmental reports are essentially factual and statistical records, unlike the Annual Colony Report, which is in racier style and intended for a wider Public. They are not everybody's cup of tea but represent a most valuable source of information for the serious researcher. The above figures of purchase do not indicate a glut of serious researchers and I very much doubt whether an official Government translation—most of the local newspapers in any case publish their own translation in whole or in part—would be worthwhile or even appreciated.”

MR. CHEONG-LEEN:- May I ask a supplementary question, Mr. Chairman? Have you at any time considered translating a resumé of the reports of the Urban Council Department into Chinese, for circulation to members of your departmental staff?

CHAIRMAN:- I am afraid I do not quite understand your question. You are suggesting that we should print an abbreviated version of our reports in Chinese for the information of our staff?

MR. CHEONG-LEEN:- For circulation to your own departmental staff.

CHAIRMAN:- We have not considered it, but we can do so if you wish.

MR. SALES: I do not think, Mr. Chairman, that we ought to inflict that on the staff. Have they not enough of Urban Services work during office hours?

CHAIRMAN:- I do not honestly think it would serve any useful purpose.

MR. CHEONG-LEEN: Obviously the Police think it quite useful to have translations of their report for circulation among the Police Force.

CHAIRMAN:- I understand from the Hon. Secretary for Chinese Affairs that the translation of the Police Report is by way of being an experiment. We can certainly consider your suggestion.

MR. CHEONG-LEEN:- It might be worthwhile, since we also would like to promote civic consciousness among the public.

MR. SALES: Mr. Chairman, may I suggest the appointment of a special Sub-Committee to do research on that point, and I cannot think of a better suggestion as convener than Mr. CHEONG-LEEN.

MR. CHEONG-LEEN:- On the understanding that Mr. SALES would join the Sub-Committee.

MR. SALES:- Thank you very much.

REPORT OF THE CHAIRMAN OF THE AIR-CONDITIONING SELECT COMMITTEE.

CHAIRMAN:- I regret that Mr. BERNACCHI, Chairman of the Air-Conditioning Select Committee, will not be able to present his report in person, as he is marooned by the inclement weather in his ancestral village on Lantao. I have, however, much pleasure in inviting Mr. Ernest WONG who has very kindly agreed to deputize on Mr. BERNACCHI's behalf.

MR. ERNEST WONG:- Mr. Chairman, I have the pleasure to place this report before the Council on Mr. BERNACCHI's behalf. I understand that this report has been circulated in advance, and I would like to support the recommendations which have been made regarding this report.

MOTION.

THE CHAIRMAN moved the following resolution:-
