To carry out the functions of the Council in the administration of the City Hall on the basis laid down in the Colonial Secretary's letter of 30th October, 1958, and in due course to recommend what additional select committees shall be set up for this purpose; to consider the legislation required for the discharge of Council's duties in this regard; to exercise the power of the Council under Section 59 of the Urban Council Ordinance to change by appointment or removal the personnel of the Select Committee, provided that any such change shall be reported to the Council at the next meeting.

To exercise the powers and functions of the Council under Section 21, 22, 23, 24, 29, 30, 31, 36, 50, 51, 52, 58, 60 and 71 of the Public Health (Sanitation) Ordinance (No. 15 of 1935); under the Scavenging By-laws; the Conservancy By-laws; the Domestic Cleanliness and Prevention of Disease By-laws; the Laundries By-laws; and the Mosquito Prevention By-laws. The Public Bathhouses By-laws and the Public Latrines By-laws made thereunder.

To deal with matters pertaining to estimates of expenditure in connexion with proposed new building projects, staff, equipment, etc.

To exercise the powers and functions of the Council in regard to food and food premises generally, under the Public Health (Food) Ordinance (Chapter 140) and the By-laws made thereunder, and under Regulation 5(1) of the Adulterated Food and Drugs Regulations (Chapter 132).
