The Minutes of the Meeting of the Council held on 7th April, 1959 were confirmed.
PAPERS.
THE CHAIRMAN laid upon the table the following papers:
(1) Report on the work of the Urban Council and Urban Services Department for the month of April, 1959.
(2) Urban Council and Urban Services Department Statistical Report for the period 1st January, 1959 to 31st March, 1959.
(3) Report by the Commissioner for Resettlement on the progress of clearance and resettlement operations during the period 1st January, 1959 to 31st March, 1959.
QUESTIONS.
DR. R. H. S. LEE asked the following question :-
"In view of complaints coming from the residents in the Aberdeen section of Island Road, will the Chairman invite the co-operation of the Police in future house inspection work so as to prevent the charge of pavement obstruction when Urban Services Department notices are sent out to households to get their premises ready for inspection?"
THE CHAIRMAN replied as follows:
"As Members are aware, house inspection with consequent house cleansing has been part of the duties of the District Inspectorate from its very beginning, and it is an essential part of that work that household furniture, etc. be moved out to ease the process of inspection. The police have at all times been most understanding over any pavement or other obstruction caused by this process, and senior members of this Department can recall only three cases where action has been contemplated by the police. In the first two cases which occurred some ten years ago, action was dropped immediately upon an explanation being made by our staff. The third one is subjudice and I cannot therefore comment. I think the police have been most co-operative in this matter, and have every reason to expect that they will remain so."
DR. LEE: -A supplementary question, Mr. Chairman. Does the Chairman doubt the genuineness of the complaint?
CHAIRMAN: I am afraid I cannot comment as the case to which you refer is subjudice.
DR. R. H. S. LEE asked the following question :-
"To obviate this sort of trouble arising, will the Chairman consider the feasibility of marking off the area with Urban Services Department signs when house inspection is to be undertaken?"
THE CHAIRMAN replied as follows:-
"It has been the practice for the last 18 months to display a sign at each end of the block when house inspection is in progress. I should be happy to arrange for any member who so wishes to be present when an inspection is carried out."
DR. LEE: A supplementary question, Mr. Chairman. Does the Chairman consider that roping off the area in addition to the sign will help matters?
CHAIRMAN: -Personally I should consider that it would be highly inconvenient to members of the public.
DR. P. F. Woo asked the following question :-
"For many months I have observed that every day at the corner of the nullah opposite the cooked-food stalls at Tong Shui Road, large quantity of refuse collected in baskets is allowed to be kept there for several hours during the day before it is removed. Is it possible for this refuse to be removed as soon as it is collected there, or not to be allowed to be there at all?”
THE CHAIRMAN replied as follows:
"The refuse to which you refer is apparently collected there every day by private cleansing companies and stallholders. Recently, there has been a revision of stopping-points on certain refuse collecting vehicle routes, as a result of which many have been added with a view to avoiding such situations as that of which you complain. As you are also aware, the department is proposing to license private cleansing companies under the draft Public Health and Urban Services Bill, so as to ensure better control over their operations. I am conscious of the problems arising and will pay particular attention in future."
