CHAIRMAN :-Before proceeding with the first item on the Agenda I feel sure it is your wish that I should extend a warm welcome on behalf of all Members to Mr. Aserappa who has been appointed to act as Commissioner for Resettlement and in consequence becomes an ex officio Member of this Council.
MR. FUNG PING FAN:-On behalf of my colleagues and myself I extend a warm and cordial welcome to our old friend John Aserappa who is taking over the duties of Arthur Walton as Commissioner for Resettlement. We wish him every success and hope he has a happy time among us.
We also express the earnest hope that the Pest Control Officer, Mr. Romer, is now on the way to complete recovery. It is most unfortunate to be bitten by such a deadly reptile, and we are thankful that our friend has been able to withstand the serious effect of what could have been a fatal accident. We wish him a speedy restoration to perfect health and strength.
MR. B. A. BERNACCHI :-On behalf of my colleagues and myself I associate myself with the words of my friend Mr. Fung. We all know Mr. Aserappa from the past when he assisted us in the early days of the Housing Authority which is now, of course, a separate unit, and it is a very great pleasure to us to have him now with us as Commissioner for Resettlement.
I also wish to be associated with the expressions that Mr. Fung has made in connexion with Mr. Romer. I am glad to hear that he is now well on the road to recovery and it was indeed an unfortunate accident to have occurred although happily it has not proved of any, I hope, lasting serious effect.
MR. LI YIU BOR:-Mr. Chairman, on behalf of Dr. Woo and Mr. Hilton Cheong-Leen, I beg to associate myself with your words and those of the Senior Unofficial Member and those of Mr. Brook Bernacchi in welcoming Mr. Aserappa to this Council. We wish him every success in this Council and also as Commissioner for Resettlement.
I also like to associate myself with the remarks of Mr. Fung in connexion with Mr. Romer.

Report on the work of the Urban Council and Urban Services Department for the month of May, 1958.
QUESTIONS.
MR. P. D. Au asked the following question :-
"Would the Chairman advise whether, consequent on suggestions put forward by me during the Annual Debate in April, any consideration has been given to the provision of Educational facilities in the Resettlement Estates by the construction of another storey on the multi-storeyed blocks?”
THE COMMISSIONER FOR RESETTLEMENT replied as follows :-
"This proposal has been considered by the Resettlement and Clearance Policy Select Committee. The Public Works Department however has advised that it would be structurally impossible in existing resettlement estate buildings because of the additional wind loading that would result.
An alternative proposal has been made that the design of future estate buildings should be modified to provide ground floor rooms of a size suitable for school class-rooms. This proposal is now under consideration."
MR. P. D. Au asked the following question :-
"In view of the rapid development in the Causeway Bay area, it appears to be undesirable to construct a dust boat station at Whitfield. Could an alternative site be found in the outlying districts away from residential areas?"
THE CHAIRMAN replied as follows:—
"It is true that development is taking place in the Causeway Bay and North Point areas, but it is a planned development with different zones for industrial and residential use. In the immediate
