WELCOME TO NEW CHAIRMAN.

MR. KWOK CHAN :—Mr. Chairman, before you proceed with the business of this meeting, may I on behalf of my Unofficial colleagues extend to you our warm welcome on your taking over the Chairmanship of this Council. With the wealth of experience in administration behind you I am sure the Council will do well under your leadership. I wish you every success and assure you of our best co-operation. (Applause).

MR. BERNACCHI :-On behalf of the Reform Club Elected Members may I associate myself with the words of my friend Mr. Kwok Chan.

MR. LI YIU BOR:-On behalf of Dr. Woo and myself I should like to associate myself with the remarks made by Mr. Kwok Chan and Mr. Bernacchi in welcoming Mr. Teesdale to this Council. We wish Mr. Teesdale a very successful term of office and every success in the Council.

CHAIRMAN :—Mr. Kwok Chan, Mr. Bernacchi, Mr. Li, thank you very much for your kind words. I am very conscious of the responsibility which has been placed on me in taking over the Chairmanship of the Urban Council. I am also very much aware of the high regard in which my predecessor was held by all Members of this Council, not only for what he achieved but also for the way in which he strove to build up a happy and harmonious relationship between all elements in the Council, Elected, Nominated and Official. I would like to assure Members of this Council that I shall do everything in my power to further this endeavour during his absence and I know that I shall have your assistance and co-operation. (Applause).

QUESTIONS.

MR. LI YIU BOR asked the following question

"Is the Chairman, Urban Council, aware that a large quantity of rubbish is dumped into that part of the nullah in Nullah Street near the seafront in Tai Kok Tsui? It appears that the best way of stopping this nuisance is to deck this part of the nullah.

THE CHAIRMAN tabled the following written reply:

"Yes Sir and I agree that the best way to prevent dumping of rubbish into any nullah is to deck it. Mr. Holmes explained in answer to a question on 5th February, the Director of Public Works has a programme of nullah decking, and the Scavenging Select Committee is informed of progress with this work. Decking of this part of the Nullah Road nullah does not at present appear in the programme, all of which is considered more important. Conditions at this nullah are bad as the nullah is bordered and even covered in some places with squatter huts. Arrests have been made for dumping rubbish in the nullah, but it will be very difficult to prevent it entirely. I propose to invite the Scavenging Select Committee to put forward proposals to effect some improvement now and to reduce the nuisance as much as possible until the nullah is decked."

Mr. Li Yiu Bor asked the following question

"Will the Chairman, Urban Council, ask the Commissioner for Resettlement to consult the Commissioner of Police about the feasibility of establishing a police-post in the Industrial Section of Tung Tao Resettlement Areas? This police-post, when established, will have a stabilising influence in this area as well as in the Lo Fu Ngam Estate which will soon be completed."

THE CHAIRMAN tabled the following written reply provided by the Commissioner for Resettlement:

"This suggestion will be forwarded to the Commissioner of Police for his consideration."
