London, Feb. 7.-Official quarters today soft- pedalled Western action in cutting iron and steel deliveries from Western Germany to the Soviet zone but unofficial diplomatsè quarters hailed it as the start of a counter-blockade.

London, Feb. 7.-The Foreign Office tonight announced recognition of the government of Bao Dai in Indo-China. But this recognition is stated as being given to "associate states within the French Union."

It does not recognise the total sovereignty or independence of Bao Dai within Vietnam. In fact the Foreign Office has addressed three identical messages. The first is to Vietnam, the second to Cambodia, and the third to Laos.
