Nationalists Seek UN Moral Judgment Against Russia

Lake Success. Feb. 7. Nationalist China asked on Tuesday for United Nations air and naval observers to watch for any direct Russian role in Red China's expected assault on Chiang Kai-shek's Formosa island refuge.

The Nationalists contended that Russia should be ejected from the UN for interfering in China, but said they realised a majority was not willing to go that far.

Western Powers Quietly Start Counter-Blockade

London, Feb. 7.-Official quarters today soft- pedalled Western action in cutting iron and steel deliveries from Western Germany to the Soviet zone but unofficial diplomatsè quarters hailed it as the start of a counter-blockade.

The British Foreign Office spokesman said that the decision was taken by the Allied High Commission in Germany.

Recognition To Bao Dai Govt.

RESERVATION REGARDING FULL SOVEREIGNTY

(From Our Own Correspondent)

London, Feb. 7.-The Foreign Office tonight announced recognition of the government of Bao Dai in Indo-China. But this recognition is stated as being given to "associate states within the French Union."

It does not recognise the total sovereignty or independence of Bao Dai within Vietnam. In fact the Foreign Office has addressed three identical messages. The first is to Vietnam, the second to Cambodia, and the third to Laos.

King Farouk To Marry, Report

London, Feb. 7.

The Daily Express said on Tues- day that King Farouk of Egypt will marry beautiful young Narriman Sadek on his 30th birthday this Satur- day.

This form of recognition does not carry full weight. This la emphasised in the Foreign Office announcement which declares that the British Consul-General at Sai- gon will be given the "personal rank of Minister."

War-Time Debts Repayment

IT is not difficult to

The

understand the shocked feelings of those Hongkong residents who have just received notice from Government to repay debis incurred through the British Consulate in Macav during the Pacific War-five years after their return to the Colony. To the majority Et is a painful financial blow, for the and amounts involved are substantial there is bound to be considerabie hardship Involved in meeting the bills, Superficially these demands appear to represent n

The Foreign Office insists that the charge for these debts must be made against Hongkong. It is reasonable, therefore, for Government at least to attempt to recover from those people who incurred the obligations. To make these debts, which possibly run into a million or more dollars, a charge against the general taxpayer would be unfair if In fact, it can be collected, from the debtors. It is not likely that Govern ment relishes the task which has been 'thrust upon it, especially as the ordinary Inhabitant who went through disastrous experience of the 1941 Aghting and looting, the Japanese occupation, and for many the flight to Macao, has received" no recompense whatever for lost property, The little man" as usual, has had a pretty raw desi and, he has, been told unmistakably that he cannot, look forward to any compensation arising from private war damage, claims. The impor- tant assurance is that every case will be dealt with on its own merits, It seems fairly conclusive that the obligations were incurred with the full understanding that some time or another they would have to be repaid, and it is unlikely that Govern- ment will encounter denials of the debts. Nevertheless the people Involved are for the most part of the white collar class of worker whose incomes today allow them

permits no margin. Ability to pay debts dating back seven and eight years is extremely Hmited: in many cases non-existent. This is a factor which must be taken into consideration when it comes to a question of collecting the dues outstanding. While it would simplify the problem by paying the total debis out of general revenue, this would create a dangerous precedent. Govern- ment must endeavour to collect from those who are under obligation to repay, but it is certain to become a tedious pro- cess, with an attendant danger of alleged invidious treatment. In fact it has yet to be demonstrated how practical Govern- ment can make the collection of these accounts. Up to a point efforts are doomed to failure because so many will be able to prove total incapacity to meet the most reasonable repayment terms. Equity will be severely tested, and in the final analysis Government may find the neces sity of writing off a goodly proportion of the debts unavoidable.
