Japanese Help To Plan DUMBBELLS

The Japanese in Changchun, which I visited recently, are helping their conquerors to plan the reßabilitation of a great broken industrial empire.

Japanese technicians, economists and scientists have been put to work in Manchuria to aid the Chinese Govern- ment in drawing up a programme of reconstruction.
