MADRID, Mar. 5 (Reuter).-in Members of the National Council of the Falange (Facist) Party have been given a privileged position with regard to the law, under a decree published to-day. Tho decree states that no National Councillor
be arrested without on order from the head of the Party, unless caught in flagrante delicto, in which case the head of the Party must be immediately advised.
Legal action can be taken against National Councillors but only subject to the authorisation of the President Falange Political Board. of the Other Falange authorities connot be arrested except by an order of special Judlelal authorities who are powered under the new law to try them in cases other than flagrante delicto.
