WASHINGTON, Mar. 4 (UP), The State Department an- nounced to-day that Mexico had instructed her Military, Naval and Air Attaches at Washington to discuss "with experts designated by the United States Government", plans relating to the assistance which the two countries would render each other in the event of aggression against either of them.

Legislation which would increase the United States Navy's enlisted personnel immediately to 232,000 and authorise the President to ac- quire 200,000 tons of auxiliary vessels for national defence, was introduced by Mr Carl Vinson, Chairman of the House of Representatives Naval Affairs Commitice.

The Bill would also authorise the President to raise the number of men enlisted to 300,000 at his discretion.
