SPECIAL TO THE “TELEGRAPH" LONDON, Jan. 14 (UP).— Banking, circles here believe that the initial defence loans nounced by Chancellor of the Exchequer, Sir John Simon-in the form of savings certificates and baby bonds-were really designed as much to check soar- ing prices aa to finance the war.
