Speaking in the Soviet Parliament on foreign affairs, M. Molotov, Foreign Minister, outlined his country's atitude to the negotiations with Britain in the attempt to form, with France, a peace bloc to oppose aggression in Europe.

Late reactions from Britain and France indicate that there is no dismay at the Soviet reception of the latest proposals, and that the differences, such as they are, rest on form rather than content.
