LONDON, May 20.—Authorities here take a very serious view of the Japanese proclamation of a virtual blockade of China.
An official spokesman said: "With- out admitting the legal existence of a state of war, Japan sppears to be abrogating to herself full belligerent rights."
He added that Britain would await further developments before resort- ing to retaliation.
Consultations between London and Washington are believed to be most probable.
Experts
have suggested that Britain should resort to economic re prisals in the event of Japan enforc- ing the blackcode. They also express the opinion that the United Stales might Anally apply the Neutrality Law.
