Outspoken criticism of the action of the, Japanese haval authorities in detaining the steamer Sagres was foiced at the fifty-sixth ordinary general meeling of the Douglas Steam- ship Co., Ltd., this morning, when Mr. W. E. Kirby described the seizure as armed 'piracy.
