NEW YORK, Feb. 13.

REPUBLICANS celebrated Lincoln Day. to-day with a fighting speech by Mr. Herbert Hoover, for- mer United States President, who mercilessly derided President Roosevelt's latest budget.

Speaking at a bouquet before 1,500, at the Waldof Astoria Hotel, Mr. Hoover excoriated the New Deal spending programme, and alleged the use of federal relief funds for political purposes.
