PRESIDENT ROOSEVELT'S SPECIAL MESSAGE ON NATIONAL DEFENCE WAS PRESENTED TO CONGRESS TO-DAY.

Even as late as the autumn of 1918, the American armies at the front used almost exclusively French and British artillery and aircraft.
