Call that Peace Conference NOW-

Tis more than over neces- sary to-day that the people

of this country should "have a clear view of the international situation, for the

National" Government is once again following a path of foreign policy which is bound to lead to the most disastrous resulta.

It has so far jeopardised the safety of this country and of the British Empire during the past six years that it is forced by its own desire to stave off the evil day to continue upon a line of policy that will lead to the building up of the power of Germany, Italy and Japan.

The Labour Party starts with this simple and obvious proposition: Let บริ have the Peace Conference before and not after the next war.

Not only will it save us all the waste and horrors of war, but we shall be able to hold that confer- ence in a temper and atmosphere of construction instead of destruc- tton.

This peace conference must, however, be democratic. It must not be arranged merely to give its sanction to a policy worked out by those powers. The smaller nations have a great contribution to make to such a conference,

The objective of such a confer- ence must not be the mere tem- porary appeasement of this or that disgruntled power.

What we want to start out upon is the creation of an international system of world development which eventually and diminish will obylate altogether the need for war.

Just imagine what could be done In the way of raising the standard of living in every country if the thousands of millions of pounds spent annually upon war materials were to bo spent upon the increase of our productive capacity the world over.

The first practical step to be taken would be for Great Britain -the greatest imperialist country in the world-to offer to pool her Colonial resources with any and all other countries who would join with her.

There would have to be this re- servation that, as we believe in and insist upon international democracy, those countries who joined with us must have the same belief. Countries which be- lleved in and practised Fascism nationally and internationally, could not come within an inner- ring of democratic co-operation.

The resources thus made avail- able to the group of co-operating countries would be managed by them co-operatively.

the more wealthy, prosperous and productive the colonies become, the more prosperous will be the countries with whom they exchange their goods.

-In order that no-one-country-of- the group should gain an unfair advantage of its co-operators In the matter of exchange we should have to have a group currency in the colonial dominions against which each individual country would have to balance its own currency.

This would be a first step to a fuller and more completely planned economy for the group as a whole,
