SOVIET DECISION

London, Nov. 21. Soviet Government sources have confirmed ofBetally the sudden de- cision to withdraw men and arms from the Spanish civil war as soon as possible.

It is believed that the decision is paving the way for a similar with- drawal of Italian and German troops from Spain.

Official and private advices reliably state that the decision was based primarily on Russia's need for con- centrating her resources on the Far Eastern frantler due to the increased possibilities of a Russo-Japanese con- altet, the desire not to embarrass Anglo-French efforts to arrange an effective non-intervention agreement. with Italy and Germany, and finally on the bellef that the Loyalist chuse is sumelently consolidated and has enough trained and well-armed men to carry on the wor without Russian interference.

Most well informed circles believe that the last point was as much the deciding factor as the first.

It is noteworthy that expert Soviet ofcials insisted to Moscow that the Loyalists are able to fight for at least another year owing to the increasing effectiveness of their war machine.

It is understood that Russia will continue to supply food and oll as required, but will cease other forms of assistance as soon as practicable.

Foreign observers belleve that the decision will possibly settle much of the internal trouble of the Republican Government, drawing attention to the fact that prior to the war there were only 10 Communists in Parlis- ment.

Paris reports that the Russian muvo coupled with the visit of Senor Luis Companys to Paris and Brussels might pave the way to a truce wher which foreign aid is withdrawn and Spun left to settle the problem ef government.-United Press.
