A revolutionary scheme to clarify the existing lawa of Rugby football, and if necessary to draft new ones, has been put forward. to me by Mr. Gil Evans, the famous old international referee,

The novelty of the idea and the obvious amount of thought he has given to the matter induce me to give it in detail, and 1 urge that it deserves consideration by those who aro for over tinkering with the laws and who often end in making confusion worse con founded for the unfortunate player,

BLAME THE PLAYERS

Yet I think it will be dismissed very time to undertake so thankless and abruptly by the authorities because monumental a job, Mr. Evans dares to suggest that those who have to carry out 10 lows 'should have the major part in framing them. He would leave the whole business to active referees and play- ers whose experience would enable them to avold the pitfalls created by the present law-makers.

NOT BINDING

Some referees' societies are in the habit of holding discussion meetings during the season to clear up knolly points, but whatever interpretation the meeting accepts in binding only of that particular society. An opposite view may be, and often is, held else- where, so ambiguous are some of the clauses.
