WAY OUT OF MUDDLE

OF RUGBY RULES

ACTIVE PLAYERS & OFFICIALS SHOULD BE CONSULTED

(By J. P. Jordan)

THE HONGKONG TELEGRAPH.. WEDNESDAY,

A revolutionary scheme to clarify the existing lawa of Rugby football, and if necessary to draft new ones, has been put forward. to me by Mr. Gil Evans, the famous old international referee,

The novelty of the idea and the obvious amount of thought he has given to the matter induce me to give it in detail, and 1 urge that it deserves consideration by those who aro for over tinkering with the laws and who often end in making confusion worse con founded for the unfortunate player,

BLAME THE PLAYERS

Yet I think it will be dismissed very time to undertake so thankless and abruptly by the authorities because monumental a job, Mr. Evans dares to suggest that those who have to carry out 10 lows 'should have the major part in framing them. He would leave the whole business to active referees and play- ers whose experience would enable them to avold the pitfalls created by the present law-makers.

NOT BINDING

Some referees' societies are in the habit of holding discussion meetings during the season to clear up knolly points, but whatever interpretation the meeting accepts in binding only of that particular society. An opposite view may be, and often is, held else- where, so ambiguous are some of the clauses.

Mr. Evans's scheme would obvlate, this, as i would provide for:

It does, however, uppear to me that if every club or combination of clubs organised a few meetings in the course of a senson at which points could be explained to their members, an Incalculable amount of good would be done.

When all is said and done, while the

their International Board in drafting, and referees in their vary- ing interpretation of, or hesitation to enforce, laws are partly to blame, the bulk of the responsibility for what is acknowledged by recent circulars to be the unsatisfactory state of the game must rest on the shouldern of. the player.

It would perhaps not bé tob sweeping a statement to say that fully 90 per cent, of players have never read the laws, and possibly not more than one per cent,'piox- SCRACK & Copy.

Yet just a little enthusiasm in this direction would not only save referee much whistling, and consc- quently make for a pleasanter game, but would certainly save team from giving away points-and often the puints | match-In the shape of penalty goals.

Discussion meetings among referees and players to be regularly held in all Rugby football centres, and any resolutions agreed to submitted to the several referees' societies, who would, pass them on, it thought fit, to a committee of two of the leading re- ferees in each of the four unions.

This commlitre, with a permanent secretary and meeting at least twice

cin raised, should in turn report to their own unions for recommendation tel the International Board for adoption. |

The question of cost, Mr. Evans suggests, could be solved by the county unions being responsible for expenses Incurred by the district and
