In July 1931, by the Ceylon (State Council), a new constitution was formulated. The two former coun- ells were replaced by a State Council having executive and legislative shorter functions and consisting of officers of State (namely the chlef secretary, the financial secretary and the legal secretary), afty members elected on the territorial basis, and not ruore than eight nominated members "to make the State Council more generally representative of the national interests."

The franchise is very wide. All British subjects over twenty-one years of age who are domiciled in Ceylon may vate. Other persons may also vote if they possess a cer- tain literacy and property qualifica- tlons, or if they have received a certificate of permanent settlement from a Government agent.

On the first assembly of the new Council seven

com- **executive mittees" of equal strength are elected by the members by secret ballot from their total number excluding the officers of State and the Speaker.

Each committee is charged with the administration of one of the following groups of subjects:—(1) Home Affairs, (2) Agriculture and Lande; (3) Local Administration; (4) Health; (5) Labour. Industry, und Commerce; (0) Education; (7) Ench Communication and Works, committee elects its own chairman as minister for the subjects adminis- tered by the committee.

The duties of the administrative committees consist of the (1) pre- paration of annual and suplementary estimates of the departments under their control; (2) consideration of executive business and legislative measures relating to their own sub- jects.

The ordinary life of a Council is between four and five years. The Governor may dissolve the Council at any time if the Annual Appro- priation D is rejected, or if the decision of the Cou
