THE FRENCH foreign minister, M. YVON DELBOS, HAS IN- FORMED THE BRITISH AND GERMAN AMBASSADORS THAT FRANCE DESIRES TO APPEAL TO THE LEAGUE OF NATIONS FOR INTER- NATIONAL NAVAL ACTION IN THE EVENT OF ITALY CONTINUING TO SEND TROOPS TO SPAIN. HE ASKED GERMANY TO INTERCEDE AT ROME TO PREVENT FURTHER MOVEMENTS OF TROOPS TO SPAIN.

GRAVE CONCERN IN PARIS

Paris, Mar-24.

There is grave concern in French official circles over the turn of events in Spain and Italy's refusal to consider the withdrawal of volunteers from the civil war front was the subject of interviews to-day between M. Yvon Delbos, 'the French Foreign Minister and the British and German Ambassadors.

It is understood that M. Delbos said that although no official proof existed of an Italian breach of her undertaking to ban the further despatch of volunteers, there were sufficient indications to justify the belief that it existed..

Moreover, said M. Delbos, the presence of Italian regular troops

in Spain had been irrefutably proved.

The French Foreign Minister is believed to have intimated that if it were Italy's intention to actively support the insurgent Government under Francisco Franco, and to threaten Franco-British com- munications in the Mediterranean, then France and Britain could not remain passive and indifferent.

It is understood that M. Delbos indicated that he was disinclined to harp upon plain breaches of the non- intervention agreement, provided the recall of volunteers -on both sides were effected speedily.

The Minister congratulated Count Bernhard von Welczeck, the German Ambassador, on the fair manner in which Germany, was carrying out her undertakings with respect to the Spanish war.
