JAPAN ADMITS NEGOTIATING WITH BERLIN Pact Aims at Fighting Against Communism

Moscow, Nov. 17.

A German-Japanese agreement has been initialed, in spite of the Japanese denial that such a pact, aimed at the destruction of Communism, exists. This is asserted by the Tass News Agency which adds that although the agreement refers to the mutual fight against Communism it covers a secret German- Japanese treaty providing for concerted action, in the event of one of the two countries becoming involved with a third state.

An authoritative Soviet statement, quoted by the Tass Agency earlier, further states that the Soviet Ambassador in Tokyo yesterday conferred with the Japanese Foreign Minister, Mr. Arita, who denied the conclusion of any agreement directed against the Soviet but admitted negotiations with a third state, unnamed, regarding the formation of a bloc to fight Communism.

At the same time Mr. Arita stated that Japan was striving to establish friendlier relations with the Soviet and the negotiations conducted with the third state could not affect Soviet-Japanese relations either directly or indirectly.

Basing its claim on the same authoritative source, Tass adds that the third party mentioned by Mr. Arita is Germany, and that the initialed agreement is, in fact, directed against Russia.

Madrid, Nov. 17. Bombs and shells were hurled incessantly against the capital to-day. The total of the casualties is unknown though it is established that at least 200 are dead and 500 injured in the bombardment of the past three days.

The North Station, which has been heavily bombed, was evacuated by the militiamen 48 hours before the attack which virtually demolished it, but nine were killed in the simultaneous destruction of adjoining houses.

The telephone oflices, one of the highest buildings in Europe, appeared to be one of the main objectives of the bombardment and bombs have fallen in the neigh- bourhood of the Rival Palace, the Italian Embassy and the headquarters of the military and the Government. The extent of the damage is difficult to ascertain owing to the dense cloud of dust and smoke hanging over the scene in most of the bombed districts.

The outskirts of the city have been evacuated by the population and these areas are now the war zones. -Reuter.
