Sacrifice To Arms Nations, observed Mr. Eden, were beginning to sacrifice their standard of living to a standard of arming. The stronger was Britain, the greater the certainty of peace,

The three elements in the Govern- ment's programme were:

1. Strengthening the League's authority;

Chance for Germany Expressing the opinion that the next twelve or eighteen months might be our last chance of nverting a European conflict and world war, Mr. Winston Churchill urged Britain to stand by the League of Nations and try to bring therein the largest number of peace-seeking but well- armed muttons to overówe protential aggressors,

Mr. Churchill suggested that Ger- many, if she feared Soviet aggression, should enter the League, and then all Europe would guarantee to assist Germany against Russian aggression. If the exertions of Britain were not supported proportionately by others and collective security was shown to bet fraud and the League an Kale dream, then Britain and France to- to #ether would be very dangerous attack.

Gibraltar, Nov. 5. Mr. Grice-Hutchinsoa, the English- man who has rescued at least 50 ml), women and children in Spain by transporting them in his eight-tan yacht, the Honey Bee, and who was ut: October 31 reported to have been arrested by Communists at Malaga, has arrived here from the latter city, in his yachi.

Their optimism is largely based on the fact that the world's visible stocks are only 13,- 300 tons, which, it is held, the United States is able to tap up overnight," when the smallness of the supplies in that country is appreciated,

Chamberlain Replies

Replying in the debate, Mr. Neville Chamberlain said that what Britain had to work for If she was lo preserve collective security and make it a reality, was first of all the strengthening of the League of Nations and buttress, it by some system which would help to main- tain peace In those portions of the world most subject to stress and strain.

He suggested regional pacts might be entered into by nations vitally in- terested in the regions covered by. pacts.

The Government would like to set: an eastern European pact similar to the, western pact. Britain would not participate in the eastern pact but that did not mean that Britain gove a free hand to any other country to do what it red or that the Govern- ment undertook not to interfere in any circumstances. Britain would keep a free hand to consider circum stances of a case and would confine her actual obligations to those of re- gional puels which concerned her vital interests.

All regional pacta would be sub- ject to Britain's general obligations under the League Covenant, Mr. Chamberlain concluded.-Reuter.
