Geneva, 6.30 p.m. After Dr. Edouard Benes, Pre- sident of the League Assembly, recalled that the League Council had found that Italy had embarked upon a war, contrary to Article XVI of the Covenant, the Assembly to-night formally decided to place the matter upon its agenda, thus allowing immediate discussion of the dispute.
In order to dissipate all mis understandings, Dr. Benes stated that the Bureau of the Assembly hnd decided that the Council should still deal with the question. Moreover, the Assembly does not supersede the Council and the Assembly will not be working under the provisions of Article XV, he explained.
