The Anglo-German naval agreement is welcomed in principle by most of the morning newspapers.
The Times says both sides were anxious to reach an understanding and both made concessions. The net re- sult is a position at least far more satisfactory than that before 1914.
The Morning Post says that in several respects the pact is a satisfactory document, but it has no stipulation limiting the number as well as the tonnage of Germany's submarines. "And," the Post points out, "we have taken this step without previously asking the advice or con- sent of our treaty partners." The Daily Telegraph declares that the Government would have been butter nuvised to have warned the French before-hand of what was in its mind, but the agreement -provides a busts for more extended
negotiations.
The News Chronicle says the accord is a landmark in world history and the first post-war agree- ment on armaments limitation to which Germany has been a willing party. The Daily Herald also con- siders it n real contribution to armament limitation and general pacification.
It means that there will be no naval race with Germany, so on the whole it is welcome, says the Daily Express.

Washington, June 18, The unofficial Silver Bloc in the Senate is planning a campaign to force its policy upon the Administration. The entire group meets to-morrow to discuss a plan of action.
Senator Patrick McCarran says the group is dis- satisfied with the recent letter from Mr. Henry Morgen- thau, Secretary of the Treasury, in which he answered their questions as to the intentions of the Government with respect to its silver purchase programme.
The Silver Bloc interprets Mr. Morgenthau's reply to mean that the Treasury does not intend to go ahead with its planned programme, purchasing metal balance silver and gold stocks and eventually to increase silver's price to $1.29 per ounce.
