Another Greek revolution-the fifteenth or twentieth, since most of us can remember-has come and gone. It has left, apparently, fewer traces behind than most of Its predecessors. The casunities have been comparatively light; no foreign nation has, after all, inter- vened; no territorial changes have been brought about. Yet, it will leave behind it one aftermath which will not so readily be offaced. Yet, another platoon will henceforward bo added to the vast army rofugees already scattered about Europe. At the end of the World War, the League of Nations took under its protection the Russlan, and Armenian refugees, for whom existence in their former homes had been made impossible by the War and the revolutions. A year or two later, it extended its protez- tion also to the Greeks and Bul garians who were being settled under the scheme for exchange of population in the Balkana. There- after, it proved extremely reluctant to take under its charge further categories of refugees and worked on the assumption that the
