Tokyo, Jan. 22.
Mr. Koki Hirota, the Japanese Foreign Minister, to-day delivered to the Diet his outline of foreign policy. with particular reference to the termination of the Washington Naval Treaty and Japan's attitude to wards China.
Mr. Hirota dwelt at length with the relations be- tween Japan and Britain, the United States and Russia. There were no problems between these Powers which could not be amicably solved. Japan wanted peace and security, he said, and would strive to attain a naval agreement to that end.
Referring to China, he said that while Japan watch- ed with some concern the activities of the Communist armies in that country, Tokyo was nevertheless anxious to maintain friendly and increasingly intimate re- lations with the Chinese Republic. He hoped China. would meet Japan half-way in an effort to preserve the peace of Asia.
Mr. Hirola snid:

Peking, Jan. 22. ! Reports of a clash between Japanese and Charhar troops, under command of General Sung Chen-yuen, were abruptly denied by the Japanese and Chinese authorities here to-day.
There had been rumours that Japanese and Chin- ese soldiery nad come to grips on the Jehol-Charhar frontier and that the Japanese were attempting to drive the Charhar troops beyond a line which the Japanese command considered the boundary. These rumours are incorrect, though founded on a certain amount of fact.
It seems that incidents did occur in which armed villagers were involved. But there are no reports of them having fought with Japanese troops.
