The outside world, so it seema, has got the wrong "lowdown" un the African witch-doctor. He is a much maligned fellow and certainly not the bad at he often is mado out to be, according to Frank fl. Melland, a former member of the Northern Rhodesian Civil Service, who has had thirty years' experi ence of witchcraft in the heart of Airlen.
"Some of the nicest and best met I have khown have been witchi-iing- tors", Melland told the Internation at Congress of Anthropological and Ethnographical Sciences, which has just met for the first time here,
In fact, the way suggested by Melland for stamping out witch- craft in Africa is for the authori ties to make up a roster of licensed and qualified witch-doctors in order to give them a professional stand- ing like any other kind of doctors. "I would register and license all bonn-flde witch-doctors." Melland Bald, "by which I mean diviners who are called in professionally in cases of supposed bewitching. and with their assistance stamp out the un- qualad practitioner."
Melland declared that practically the whole native population of Africa stands firm by its boltar in witchcraft, despite the attempts of various anvernments to eradicate it by making illegal. He maintain-

The limelight that streams down n the slim figure of Sir Oswald Mosley lender of the British Fascials, has revealed suddenly and in the entire British people the fact that something has come into the national life that will have seriously to be reckoned with.
