Dis learned on the highest authority that the Stepartment has made formal representations to Japa complaining of the attempts to squeeze out foreign oil companies doing business with Japan and Manchukuo.

It is understood that Great Britain and Holland have made similar representations to Japan and that all three Powers have informed Tokyo that the attempts of Manchukue to establish an oil monopoly violate the provisions of the "open door" declaration in respect to China and likewise violate a number of treaties be- tween Japan and foreign Powers.

The representations aro considered most significant in view of the London naval discussions now proceeding.
