bus proportions. Three powers have already protests at Tokyo, it is reported.
Dis learned on the highest authority that the Stepartment has made formal representations to Japa complaining of the attempts to squeeze out foreign oil companies doing business with Japan and Manchukuo.
It is understood that Great Britain and Holland have made similar representations to Japan and that all three Powers have informed Tokyo that the attempts of Manchukue to establish an oil monopoly violate the provisions of the "open door" declaration in respect to China and likewise violate a number of treaties be- tween Japan and foreign Powers.
The representations aro considered most significant in view of the London naval discussions now proceeding.
REPEATED COMPLAINTS. British, American and Dutch
com-1 companies have repeatedly plained about their treatment by: Japan and Manchukuo; in the ente i of the latter on, decount . of the) ercation of a monopoly, to distri-, bute all off throughout Mane

This legislation, the companies declare, means e financial outlay : in the construction of new tanka and continuous storage which, makes it impossible for them to do business in Japan.

M. Pierre Cot, in a report presented to the National Socialist parly congress here, states that the real dangers to world peace are the Sino-Japanese hos tilities, the Austrian pro- blem, the Nazi'influence and the progress of Fascism.

Washington, Oct. 25. Observers here declare that the murky outlook ahead of the naval conversations in London has sud- denly brightened.
They give no reasons, but insi that the present parleys have better than even chance to grow into a full-fledged conference at which naval armament problems will be settled finally, so far sa the interest of the next two gener- ations is concerned.,
An agreement of the sort anti- cipated would render the 1986 Conference unnecessary, observers ndd.-United Press,
