JAPAN AND NAVAL DISARMAMENT

A spokesman of the Japanese Foreign Offee emphasised to-day "that the question of the termina- tion of the Washington Treaty will not ariso if the. Great Powers ac cept Japan's naval-proposals."

The spokesman did not indicato what these proposals were, but stated they would be presented in detail at the London conference. The Japanese delegates, he said, would have wide freedom of action, but denunciation of the Washington Treaty was certain to follow the complete rejection of Japan's pro- posals. Partial acceptance by the Powers would require further con-- alderation by the Imperial Japan- eso Government.

These remarks are interpreted as indlenting that Japan is willing to discuss the entire naval situation without arbitrarily demanding cumpleto acceptance of hor Dow scheme.

It is understood that Cabinot has approved of the entire programme. The Premier, (Admirál Okada), the Foreign Minister (Mr. Koki Iirota) and the Minister for the Navy (Admiral Osuml) fr optimistic that the proposals will prove acceptable and will result in genuine dlaarmament. As Ad- miral Okada previously pointed out, {this is Japan's actual objective.—

It is understood Japan's pro- posals involve the abolition of the naval ratios and modification roplacement of the Washington naval treaty.
