Cheung Kalyen, compradore on the steamer Chien Chow, testified that the document produced Court was a formal minnifest, of which two caples were made out in the com- pradore's department. One copy wan Kigned by the Captain of the ship, and the other kopt in the compradore's department. Goods put on this mani- fest were liable to payment of freight. There was no record of the 100 tins of saccharino having been placed on it., Suitcases, and boxes are regarded as passengers Jugiage, but not packages and casen, which were regarded as cargo. Medicing soop, towels, etc.. in argo quantities, would be regarded as cargo, but not so if in small quantities for personal use. He had known of cases where passengers had declared goods during a voyage.

Passengers Warned. Replying to Mr. Loreby, witness said that the manifest was prepared for the Imports and Exports De- partment. After fares were collected on board ship, tallymen were round to see whether there were any goods on board liable to manifest. They allowed small quantities of per- sonal luggage, but it was not stipul lated, anywhoro how much a passen- ger could bring. They had to warn all passengers to declaro articles auch. as jewellery, money, silver or gold. In the course of a lengthy legal argument, Mr. Loseby submitte that he could not find reference any- where to a ship's manifeat, and he did not know what a ship's manifest was, neither did his researches car- ry him further with a definition of the word cargo. The nearest he could get to the dennítion of the word cargo, was that it was some thing, which had a consignor and a consignee, had probably paid freight. Bul personal luggage was wedned in The Orginanak„Pgilim from duty.

Three Kinds.

Mr. Loseby also pointed out that, under the Ordinance, a person had 72 hours in which to furnish an import manifest. There were only three kinds of manifests in the Ordinance, Inn import manifest, ari export man!-

fest and a consular manifest.
