It la explained that the Crown Remedies Ordinance, 1875, the Crown Sults Ordinance, 1910, and sections 10 and 15 of the Estate Duty Ordinance, 1932, provide cer tain means whereby in Hongkong the Crown can enforce its civil claims, but nowhere is any proce dure laid down whoreby a claim can even be instituted, much less enforced, against a person who is resident outside the jurisdiction. Such procedure is provided in England by sections 37 and 38 of the Crown Sults, etc. Act, 1880, and by other enactments.
