General satisfaction will be felt at the announcement that the Government has decided to appoint a Commission which is to be charged with the task of studying the present position of trade in the Colony and making recommendations designed to improve the existing situation. The personnel of the Commission has not yet been announced, but it will be representative of the commercial, banking and ship- ping interests of the Colony and, if wisely chosen, it should be able to make really constructive pro- posals for effecting a much needed improvement in the pre- sent state of affairs. The pre sumption is that the terms of reference will be widely drawn, so as to cover all relevant aspects of the problem, and that no re- strictions will be imposed con- cerning the subject matter of the inquiry. Many specific proposals. have already been forwarded to the Government by the Chinese Chamber of Commerce, whilst latterly the question of the Colony's free port status has come in for considerable discus- sion. All these issues will doubt- less be taken into account by the Commissioners, and it is to be assumed that a general invitation will be extended to all sections of the community to lay their views before the investigating body.
