TO FINANCE EXPOSITION IN PARIS IN 1937

Parls, June 8. Indtentive of the new popularity in France of financing public pro- jects by fottery schemes, the Cham- ber to-day approvód a measure by which the 1937 Paris Exposition will be financed by this means.

The readiness with which, the Chamber approved the project is due chiefly to the success. the Government encountered in float- Ing its 1938 lottery of one billion francs and the presently um- restricted 1934 lottery.

At a time when increased taxn- tion is financially and politically Impractical, the Government has found the lattery an Immensely auccessful means of raising funds with relative painlessness, and most of the public ignores the moral reasons which banned such schemes in France for nearly hundred years.

Provided the Senate approves, a letlery will now be utilized by the City of Paris, which expects to raise in 1936 at least 700 millions. Of his sum 285 millions will be reserved to defray costs of stag- ing the elaborato 1937 Exposition, among whose projects are a per- manent State and also a municipali museum. The balance of 416 mil- lions will go to the winners, ex-| cept for costs of the lottery itself. Liberal Attitude.

The depression has caused much more liberal attitude towards State-operated gambling. It is foreseen now that various munici- palities may soon ask Parliament also to upprove various lottery schemes to finance local improve- ments, to reduce unemployment.

As soon as the Senate approves the measure, the municipality will| issue short term bonds in "untl- elpation of its profits, and will also receive a State subsidy of 15 millions, later to be repaid from: the lotters.

Tickets for the "Exposition Lot- tery" will be sold concurrently with the State Lottery-which it: is exported will still be flourishing in 1936-8 the Government has no reason15 to fear competition. It has scasonal diflculties in float- ing its bonds for refinancing, hut the traditionally prudont French- man lins proved unexpectedly onger to riak 100 francs to win 5 mil- lions, or one of the lesser prizes. -United Press.
