LONDON, MARCH 28. DRASTIC STEPS ARE CONTEMPLATED BY THE GOVERNMENT TO REDUCE THE TRAGICAL- LY MOUNTING TOLL OF THE ROADS.

Proposals now before Parliament are experimental, it is indicated; if they do not accomplish the desired im- provement, still more drastic legislation will be forth- coming.

One of the innovations will be a requirement of applicants for driving licences to undergo a test of com. petence. This is the normal practice in Hongkong, but it is us to Britain, where hitherto it has been purely a question of payment.

Cases have been known where licences have been. issued to persons totally unfitted to drive for reason of physical disabilities.
