IMPORTANT PROPOSALS IN NEW BILL

TOLL INCREASING

(SPECIAL TO "TELEGRAPH”)

(By Tesegraph. Copyright, Telegraphic' Messages Ordinance, ̧ 1804 Received, March 20, 0.28 a.m.).

LONDON, MARCH 28. DRASTIC STEPS ARE CONTEMPLATED BY THE GOVERNMENT TO REDUCE THE TRAGICAL- LY MOUNTING TOLL OF THE ROADS.

Proposals now before Parliament are experimental, it is indicated; if they do not accomplish the desired im- provement, still more drastic legislation will be forth- coming.

One of the innovations will be a requirement of applicants for driving licences to undergo a test of com. petence. This is the normal practice in Hongkong, but it is us to Britain, where hitherto it has been purely a question of payment.

Cases have been known where licences have been. issued to persons totally unfitted to drive for reason of physical disabilities.

Shocking official figures of the toll of the road in 1933 in comparison with those of 1932 were issued to day, as follows:

Simultaneously with the pub- lication of these figures, the Gov- ernment issued the text of the new Road Trale Bill, which is
