There is really no other feasible means of protection than to separate the wireless and navigation quarters from the compradore and steerage passenger quarters and stationing guards on board.

Deck Should Be Grilled. "Under the plan the deck in grilled both fore and aft, with the gates under lock and key during the entire length of the voyage.
